Attorney General Liz Murrill Legislative Package brings transformative change to Louisiana

“Our Louisiana Department of Justice 2025 legislative package was a tremendous success and will lead to a more secure and free Louisiana. Important policy reforms across multiple areas - post-conviction relief, electronic ankle monitors, tracking illegal immigration costs, and restricting costly consent decrees are just a few wins for Louisiana this year. Thank you to all the members of the Louisiana Legislature for your hard work and support of these bills — I ask Governor Landry to sign them as soon as possible," said Attorney General Liz Murrill.

 

HB 675 by Rep. Glorioso: Post-Conviction Relief

Justice for Victims! Post-Conviction Relief Reform passes the Legislature. Sent to Governor Landry for signature.


- For decades, families and the victims of the most heinous crimes imaginable have been denied the justice that was promised to them by the State. HB 675 makes it clear that murderers, tried by a jury of their peers and sentence to death by a judge, no longer have the right to delay their appeals indefinitely. With clear timetables and deadlines, these cases will now move forward to finality!

 

HB 64 by Rep. Mike Johnson: State Sovereignty

Louisiana Sovereignty Bill passes the Legislature. Sent to Governor Landry for signature.


- The Louisiana constitution is clear: “The people of this state have the sole and exclusive right of governing themselves as a free and sovereign state; and do, and forever hereafter shall, exercise and enjoy every power, jurisdiction, and right, pertaining thereto, which is not, or may not hereafter be, by them expressly delegated to the United States of America in congress assembled.” 


- But for far too long, Louisiana has been trapped under never ending federal consent decrees overseen by unelected federal judges. The 10th amendment means something. Our founders recognized that the federal government was created by the states and exists by the consent of the governed. Our Legislature made it clear through HB 64 that, “In recognition of the state’s right to self-determination, it is a declared interest of the state that the attorney general preserve and defend the state’s autonomy, independence, and sovereignty in all legal matters and disputes involving the federal government and preserve for the state any power not expressly delegated to the federal government.” I urge Governor Landry to sign this monumental state’s rights legislation.

 

HB 554 by Rep. McMakin: Immigrant ID cards

Alien driver’s license restriction code passes the Legislature. Sent to Governor Landry for signature.


     - This legislation clarifies that all lawfully present aliens (such as those on visas) must receive a restriction code identifying them as non-citizens on any driver’s license or state ID card. Illegal aliens cannot receive a driver’s license in Louisiana.


- It also requires notice to be issued on the illegality and penalty of any non-citizen registering or attempting to vote.

 

SB 100 by Sen. Miguez: State Services and Benefits Legal Status and Accountability Act

Illegal Alien Economic Impact bill passes the Legislature. Sent to Governor Landry for signature.


- This important transparency legislation will uncover the true cost and impact of any taxpayer benefit or service provided to illegal aliens. State agencies will be required to verify the legal status of individuals seeking state services and will be mandated to submit an annual report of any related costs. 

 

SB 95 by Sen. Cloud: Electronic Monitoring

Electronic Monitoring Reform passes the Legislature. Sent to Governor Landry for signature.


     - The use of an ankle monitor is a privilege not a right and the alternative is sitting in a jail cell. SB 95 creates long-needed obligations and penalties not only for those who wear a monitor, but also for providers and manufacturers who oversee them. This legislation will save lives. 

 

HB 483 by Rep. Wright: Crypto ATMs

Virtual Currency Kiosks Fraud Protection bill passes the Legislature. Sent to Governor Landry for signature.


- These common-sense safeguards will help protect consumers from becoming victims of crypto related scams. The bill provides for a maximum daily transaction limit, a 72-hour hold (similar to a wire transfer), and the posting of a scam warning that states, “no government official will request that cash be deposited into a virtual currency kiosk.”
