Louisiana Attorney General Liz Murrill’s Louisiana Bureau of Investigation arrested a Metairie man on charges of child sexual abuse material and indecent behavior with juveniles.

22-year-old Joseph McNeese, of Wilker Neal Avenue in Metairie, was arrested August 24 in Jefferson Parish and booked as a fugitive into the Jefferson Parish Correctional Center on the following charges:

• 1 count of LA R.S. 14:81.1 — Child Sexual Abuse Material
• 1 count of LA R.S. 14:81.1 E(5)(a) — Child Sexual Abuse Material Under the Age of 13 Years Old
• 3 counts of LA R.S. 14:81 — Indecent Behavior with Juveniles

Our LBI agents had received CyberTips from the National Center for Missing and Exploited Children in reference to child sexual abuse material regarding Kik, Instagram, and Discord accounts containing child sexual abuse material and/or evidence of indecent behavior with juveniles.

Agents identified McNeese as the user of the account, and an arrest warrant was issued for McNeese out of Orleans Parish for violating charges of Child Sexual Abuse Material under the age of 13 years old, Child Sexual Abuse Material, and Indecent Behavior with Juveniles.

On August 24, 2026, the arrest warrant for McNeese was executed in Jefferson Parish, where he was located and arrested. He was then booked as a fugitive into the Jefferson Parish Correctional Center and will ultimately be booked into the Orleans Parish Jail.

This arrest was the result of an investigation by the Louisiana Bureau of Investigation, with assistance from the Jefferson Parish Sheriff’s Office, Louisiana State Police, the New Orleans Police Department, the St. Charles Parish Sheriff’s Office, the Kenner Police Department, and Homeland Security Investigations.

The investigation remains ongoing.
