Attorney General Liz Murrill’s Medicaid Fraud Control Unit arrested a Metairie woman for Medicaid fraud. 

53-year-old Elaine Handcock, of Metairie, was arrested on August 26, 2026, and booked into East Baton Rouge Parish Prison on:

• 1 count - La. R.S. 14:70.1 – Medicaid Fraud. 

This case stems from a MFCU investigation involving Mauricio Cordoba, a Direct Service Worker in the Medicaid program, who claimed to have provided services to his son while his son was incarcerated. MFCU agents arrested Cordoba earlier this week.

During the investigation, MFCU agents continued to review Medicaid claims and discovered Elaine Handcock, the recipient’s mother, was also listed as a Direct Service Worker. Records confirmed that Handcock was employed by Jefferson Parish Human Services Authority (JPHSA) as an APRN, and that she claimed to have provided services to her son on the same dates and at times she was working as an APRN with JeffCare, a JPHSA branch.

The fraudulent claims Medicaid paid for overlapping dates and times that Handcock could not have provided services to her son totaled $1,282.50. 

The investigation was conducted by the Louisiana Department of Justice’s Medicaid Fraud Control Unit.

Bond information was not immediately available.

The investigation remains ongoing.
